Over time docs were added or updated such that they were
no longer in alphabetical order based on the index order
or their title strings. Tried to fix it up a bit along
with some capitalization.

Reason for revert: neutron-fwaas has maintainers so the documentation should be available.
Due to changes since the original deletion commit the following changes
were added:
* Add note that OVN is not yet supported
* Remove note that Horizon support is not available

It has been suggested in the Neutron CI meeting to include a section in
the documentation advicing against blind rechecks. It turns out that
such section already exists. What this change does is to move the
section to the first level of the contributors guide, to make it more
visible. This change also improves some wording and adds some examples
of proper recheck comments.

These are leftover from opendev migration and
without this fix the links results into Not Found.
Mainly need to use "src" in place of "tree" to
get these links working with opendev.org.
Also used git tags where line references are used
as branched references do not persist. And for line
references use #L in place of #n as that's where it
get's redirected.
Also update references for zuul and use of
devstack-vm-gate-wrap.sh in neutron functional jobs.

As I will not be maintaining the ovn-octavia-provider, I
am removing my name from the list. Also, since I have
not been as active in L3 recently, update that as well.

This patch updates list of the Neutron's stadium's projects lieutenants
and the list of the bugs' contact persons.
In details this patch:
- sets Rodolfo Alonso Hernandez as contact person for db and qos
related issues,
- adds Oleg Bondarev as "loadimpact" bugs,
- removes Matt Riedemann as contact person for "logging" bugs,
- sets PTL/Drivers team as conctact for "troubleshooting" related bugs,
It also sets Lajos Katona as "Testing" lieutenant.
Finally it removes networking-ovn and neutron-fwaas from the list of
stadium projects and removes tag "fwaas" from the list of bug tags.
Neutron-fwaas was deprecated and isn't part of the stadium since long
time and networking-ovn is now one of the Neutron in-tree drivers.

It was deprecated in the Wallaby cycle due to lack of maintainers.
This patch removes networking-midonet as an stadium project from the
official Neutron docs.

As per the community goal of migrating the policy file
the format from JSON to YAML[1], we need to do two things:
1. Change the default value of '[oslo_policy] policy_file''
config option from 'policy.json' to 'policy.yaml' with
upgrade checks.
2. Deprecate the JSON formatted policy file on the project side
via warning in doc and releasenotes.
Also replace policy.json to policy.yaml ref from doc and tests.

As talked about in the CI meeting, some manual steps were not mentioned
and could cause some issues later (like running stable stadium CI
against master neutron). All steps should now be listed.

as he is not active in the community anymore - thank You Ryu for all

This patch adds info about always bumping minor version number if
e.g. OVO object version was changed in stable release.
That should at least increase awarness of operators that some special
care is needed during update.

Mathieu Rohon confirmed me that he is no longer working on those
projects and that we can remove him from this list.
Fortunately Lajos Katona offered that he is interested in maintaining
those projects so I also added him to the list of liuetenants for
both those projects.

During Shanghai PTG Akihiro talked with Dharmendra, who is the Tacker
PTL that Dharmendra can be maintainer of networking-sfc project for now
as Tacker is using this project.
So lets say that officially in our documentation now.

In the openstackdocstheme, one page should have a single title heading
(the highest level). If we have multiple title headings, only the first
one is shown at the top of the page and the remaining one(s) are not
shown in the main contents. (They are shown only in "Page Contents"
of the left TOC.) It is confusing a bit.
As far as I checked, this happens in two files in the current neutron doc.
contributor/policies/neutron-teams.rst:
It looks better to introduce a page title and keep the existing
titles as subsections.
contributor/internals/layer3.rst:
There is no need to include a page on the L3 agent
as it is a separate page.

update the list of bug contacts, do it now based on that
same information.
