Major Hayden ca1ee798b7 Allow Galera package downloads over HTTP 
The repo configured for MariaDB that uses HTTPS. This prevents the
repo server from caching the MariaDB packages. That causes significant
delays during CentOS 7 deployments/gates since those packages are quite
large.

This is a combined backport of:
- https://review.openstack.org/546308
- https://review.openstack.org/549172
