Switch output to publish-docs/html
...
Publishing to a top-level directory has a few challenges with some new
infra scripts. Let's keep those simple and change from publish-docs to
publish-docs/html.

This is a mechanically generated change to replace openstack.org
git:// URLs with https:// equivalents.
This is in aid of a planned future move of the git hosting
infrastructure to a self-hosted instance of gitea (https://gitea.io ),
which does not support the git wire protocol at this stage.
This update should result in no functional change.

This is now optional, and should be discouraged in in-repo configs.

* Block 1.18 release of openstackdocstheme, it does not work with the
sphinx version. This change is needed for building.

Fix ZUUL_REFNAME

Set up the variables the same way the post job is set up:
Pass them in via environment in job definition.
Pass ZUUL_ environment variables through to jobs.
Note ZUUL_REFNAME is not set, use ZUUL_BRANCH instead.

restore stable/mitaka build
...
Remove obsolete niceness checking tools from tox settings
(doc8 throws an encoding error on one of the old files and
openstack-doc-test doesn't seem to exist at all any more).
Restore the builds for all guides, but place the output under the
mitaka directory. This effectively makes these mitaka-specific
versions of the guides. Links to the guides on the /mitaka landing
page need to be updated separately on master.
Change remote include directives from stable/mitaka to mitaka-eol.
Add .zuul.yaml, copied from stable/newton, and the required playbook for
running the builds in tox.
Add "linters" alias environment in tox.ini since that is now what the
test jobs expect.

Be explicit about the use of the default flag for external networks
...
Users may attempt to set the flag on regular networks, but currently
it has no effect. That may change in the future, when/if we expand
the feature use cases.

Correct a policy rule example which reference to nova
...
This patch corrects the policy rule example. In nova, the policy
enforcement by user_id isn't supported by servers resource, so correct
it to use project_id. Also in the Nova V2.1 API, the new policy rule
for servers start action prefix with 'os_compute_api:servers'.
