Set up the variables the same way the post job is set up:
Pass them in via environment in job definition.
Pass ZUUL_ environment variables through to jobs.
Note ZUUL_REFNAME is not set, use ZUUL_BRANCH instead.

With latest changes to Zuul, we need to backport the jobs as well
from master.
Do not include translation jobs, those are not run on newton anymore.
This also removes unused jobs and templates.
Also, fix stable/newton to newton-eol so that this builds.

As part of migration to zuul v3, replace checkniceness by linters tox
target to use a more "common" target accross OpenStack.
Remove the msgfmt check, this is now done in the translation sync
scripts, so no need to run it again here.

Active Directory has a very specific mecahnism to handle nested groups. The
Identity LDAP supports nested groups in Acitve Directory as bug #1638603 has
been resolved. It has a fix released in both newton and ocata, but it is only
doucmented in Ocata. This change lists it in the description of LDAP
configuration options in the Newton docs.

ocata docs translated docs, they were published to newton.
This change changes one http to https to trigger publishing of newton
translated jobs to fix them.

Babel 2.4.0 does not handle "-" in locale po files like "ko-KR". This is
fixed now for the upcoming Babel 2.4.1 release.
To be able to publish translated content, blacklist Babel 2.4.0.

While this may look like a noop change, it removes an invalid character
that was causing the checkniceness tests to fail. We can also now unpin
the chardet library.
