Remove congressclient from .zuul.yaml and requirements, the repos are
retired.

The major version of this package will sync with the major version
of OSC that it installs. The minor and patch versions will not be kept
in sync.

Sphinx 2.x requires python >=3.5, so we need to cap the sphinx
version for python 2.7. This fixes our py27 job.
Cap also networkx in the same way.

According to Openstack summit session [1],
stestr is maintained project to which all Openstack projects should migrate.
Let's switch to stestr as other projects have already moved to it.

currently it is installed only due to some other packages exporting osc
plugins have python-openstackclient as a hard dependency (e.g. ironic)
that should not actually be the case.
Instead, add python-openstackclient as explicit requirement to make sure
we always get it and its core plugins like nova and keystone.
