The api documentation is now published on docs.openstack.org instead
of developer.openstack.org. Update all links that are changed to the
new location.
Note that redirects will be set up as well but let's point now to the
new location.

The cookiecutter template includes more documentation than we
need, so remove lots of extraneous stuff and lay in the basics.

Adjust tox settings for a reasonable set of job defaults.
Turn on the usual templates in .zuul.yaml
Correct small pep8 and docs issues to get tox jobs passing.
