This repo is now testing only with Python 3, so let's make
a few cleanups:
- Remove python 2.7 stanza from setup.py

Sync the requirements from the global list and

proper template for creating the repository.

Need to move the tests back outside of the oslo.test package
because testr complains about importing them from the
wrong place if we don't.
