This is a mechanically generated patch to complete step 1 of moving
the zuul job settings out of project-config and into each project
repository.
Because there will be a separate patch on each branch, the branch
specifiers for branch-specific jobs have been removed.
Because this patch is generated by a script, there may be some
cosmetic changes to the layout of the YAML file(s) as the contents are
normalized.

Convert all tox jobs to be Zuul v3 native. This uses the shared
openstack-tox as base.
Remove the now unused playbooks.

Configure the layout to execute the scenario001 and 002 jobs.
Note that baremetal job will be run on stable/pike and container on
Queens and beyond.

Zuul now supports including the file extension on the playbook path
and omitting the extension is now deprecrated. Update references
to include the extension.
