Include README in patrole_tempest_plugin/tests/api via symlink 

This patch set adds a symlink from patrole_tempest_plugin/tests/api/
README.rst to the RBAC field guide under the docs/ folder. This is
the same thing Tempest does with its README file under its tempest/api
path: [0]
