Reformat mailing list tags
The indented list makes the formatting of the list of mailing list tags strangely enlarged. Unindent in order to align formatting with the remainder of the page. Fix another stray reference to the old -dev mailing list. Change-Id: I72442f8dbcd950390e584a0b6442f9910106fd57
