(newton) beaker: remove testing 

OVS 2.6 is GA in RDO Ocata, but dpdk-snapshot doesn't
exist anymore.
After discussion with OVN folks, it doesn't make sure to work hard
on making testing on stable/newton jobs since they don't really
support it. Real support started in Ocata.
Let's keep stable/newton here but remove the functional tests.
