This patch moves devstack and grenade projects' stable/pike branch to
End of Life. These are the last open stable/pike branches (together
with requirements repository) as these need to be transition the last.

We won't be tagging releases for devstack and grenade, but we will be
using the automation to create branches. Create the necessary stub
files.
