A recent requirements bump of oslo.db from 10.0.0 => 11.0.0 [1] caused
failures in the placement project gate, in the functional tests.
This raised awareness that we have not had cross jobs checking with
placement since placement was split out from nova during the Train
cycle.
This adds cross-placement jobs which correspond to the existing
cross-nova ones.

There are several repos listed in projects.txt that are no longer in
project-config/zuul.d/projects.yaml. We have the non-voting job
requirements-tox-validate-projects that checks this, but it is only run
on other projects.txt file changes, so several things have creeped in.

As was decided during the last 2 PTGs, neutron-fwaas and
neutron-fwaas-dashboard projects were deprecated in Ussuri due to lack
of maintainers.
Now, as we still don't have any volunteers who would maintain those
projects, it's time to retire those projects.

Fix org for renamed projects, there's no openstack-dev nor
openstack-infra anymore.
Note that projects.txt is used during pbr integration tests, therefore
let's fix this list.
