Now that we are running the Victoria tests that include a
voting py38, we can now add the Python 3.8 metadata to the
package information to reflect that support.

Make a few cleanups:
- Remove python 2.7 stanza from setup.py
- Add requires on python >= 3.6 to setup.cfg so that pypi and pip
know about the requirement
- Remove obsolete sections from setup.cfg:
* Wheel is not needed for python 3 only repo
* Some other sections are obsolete
- Update classifiers
- Update requirements, no need for python_version anymore

Due to the change from Ubuntu Trusty to Xenial, only python3.5 is
available(Python3.4 is restricted to <= Mitaka). So, there is no
need to continue to keep these settings.

Python 3.3 is not supported from Mitaka, as per Infra.
This patch removes the support and add py35 in venv
for the same.

pbr [1] does postversioning as part of packging,
so there is no need for us to specify a version
in metadata of setup.cfg

As of http://wiki.openstack.org/wiki/python3 Openstack
is targeted for py27 and py34 and also dropping py26
for OpenStack mitaka. So In this patch I removed the py26
and added py33 and py34
