undercloud: set cleaning and provisioning networks to 'ctlplane' 

In the overcloud we default to a network called 'provisioning' that
has to be created manually post-install. In the undercloud the ctlplane
network servers the same role. This change fixes cleaning in
the containerized undercloud.
