RHEL8: Use podman-docker
Fedora (and consequently, recent RHEL8) builds seem to have
dropped 'Provides: docker' from the podman-docker sub-rpm.
This switches the overcloud-base pkg-map on RHEL8 systems to
instead use podman-docker directly instead of relying on
the virtual 'Provides:' directive.
