Migrate `tools/bazel.rc` to `.bazelrc`

Since: [1] Bazel changed the list of resource file locations.
Adapt to that list and move `%workspace%/tools/bazelrc` to
`%workspace%/.bazelrc`. See: [2], [3] for more details.
