Seperate paragraphs in zuul_split spec 

The text is a little hard to read at present as the `Proposed Change`
section has one very large paragraph which expresses several ideas.

I've added a paragraph break at one point that seemed to be intended as
a paragraph break. It could possibly benefit from some more but the
original author's intent isn't as clear so I've left them alone.
