Switch twine to upload.pypi.org 

According to
https://mail.python.org/pipermail/distutils-sig/2016-July/029332.html
the correct hostname for warehouse-proxied uploads is now
upload.pypi.org instead of upload.pypi.io, and the latter may
eventually cease functioning.
