Currently tests from designate-tempest-plugin fail when the [dns].nameservers value is missing in tempest.conf. The failure is caused by this patch [1]. This patch removes the designate tests from the admin-plugins job for now. Once we fix the issue (either by fixing it in designate-tempest-plugin or in python-tempestconf) we can add the designate tests back.
