Revert "Remove neutron library"

Using the upstream library breaks the ability to test network plugins
that use 'local' neutron networks (ie. calico).

https://github.com/ansible/ansible-modules-core/issues/5589

This reverts commit 38b899b63b.

upgrade:
- The ``neutron`` library has been removed from OpenStack-Ansible's
plugins. Upstream Ansible modules for managing OpenStack network
resources should be used instead.
