proposal to add Chris Dent to Ceilometer core 

i'd like to nominate Chris Dent to the Ceilometer core team.
he has been one of the leading reviewers in Ceilometer and gives
solid comments. he also has led the api effort in Ceilometer and
provides insight in specs.
