Julia Kreger 1d19d285f1 Change Vagrant VM to mirror memory/cpu in CI Due to the differing performance profile of gate machines, and that the settings often need to be chnaged in order to mirror gate testing, it may be good to change the VM defaults. Tools

This directory contains some tooling for local developer testing, such as vagrant config files. These are not intended for production use.
