Add package information to the dashboard-plugin relation
Add 'conflicting-packages' and 'install-packages' keys to the relation so that a plugin can notify the openstack-dashboard charm that it needs packages installed and what original packages will conflict with them. Change-Id: I962ec558b8dd1f765c6104d5ae61edd41c03affe Related-Bug: #1853851
