Patch Set 1:

This patch previously caused a problem with reactive charms (https://openstack-ci-reports.ubuntu.com/artifacts/ff8/802651/2/check/bionic-train-ha-ovn/ff83442/job-output.txt),to avoid this the interface.yaml has been updated to exclude the ops_ha_interface.py from reactive builds.

I have tested an octavia deploy using this PR.
