Alex Kavanagh 9df9d80501 Remove bus.discover() from the run-tempest action 
As charms.reactive 0.4.7 has landed in PyPi, the bus.discover() call is
no longer needed to fixup the implementation of an interface (relation).
This just cleans the code up.

This is a "source" charm, which is intended to be strictly the top layer of a built charm. This structure declares that any included layer assets are not intended to be consumed as a layer from a functional or design standpoint.
