Nicolas Pochet afdd9a974d Remove reference to ntp package 
This is motivated by the fact that:
* the ntp/chrony package is already a dependency of the ceph-mon/osd
package
* NTP will be managed by operators through the NTP charm
It is thus useless to keep that package mentioned here.

charms_ceph

Helper functions for the ceph charms. This library has shared functionality that is used in the ceph-mon, ceph-osd and ceph charms. Anything that needs to be shared across the ceph charms should live here.
