RETIRED, Tempest Plugin for Congress project

Ken'ichi Ohmichi 0f6dcb6d6c Remove _hotplug_server() from test manager ... Since I650c859850fb91d75b1cf27488c374a2a1c7f25d _hotplug_server() has been added, but the method is never used on Tempest-plugin tests. In addition, the method is using unstable Tempest internal methods. Then this patch removes _hotplug_server() for the cleanup.
