Matthew Oliver 087ea02559 Address feedback to the organization guide
We landed the first patch for the org guide as it a was
considered a good start, and so we had something concrete
for the Berlin Summit. However there were a few comments
that were unaddressed.

This patch is a follow up to address those comments.

The OpenStack Contributor Guide

The Contributor Guide for the OpenStack project.

To build the guide, execute the following command:

$ tox -e docs

After running tox -e docs, the guide will be available for viewing in HTML format in the doc/build/ directory.
