seonyeong 25dada1f55 Update irc.rst to refelct MacOS and matrix client 
This change updates the setup IRC on Mac OS section.
and also add another IRC chat with Matrix introduces
by zuul commnuity.

The OpenStack Contributor Guide

The Contributor Guide for the OpenStack project.

To build the guide, execute the following command:

$ tox -e docs

After running tox -e docs, the guide will be available for viewing in HTML format in the doc/build/ directory.
