Tempest Plugin for ec2-api project

Ken'ichi Ohmichi da84d0b245 Switch to use stable remote_client ... Tempest has provided stable library remote_client under tempest.lib since the commit Idb2206c239f25bc8b8530275e84c834233b9544b This patch switches to use it.
