This change introduces glance.common.timeutils that provides the timeutils previously consumed from oslo_utils. Oslo is deprecating some timeutils functionality which of Glance depends on. Suggested replacement (isoformat) would break glance APIs so it's cleaner to carry this functionality in Glance rather than re-invent the wheel.
