Just as with https://review.openstack.org/#/c/219925/ , right now on the Volume Snapshots table, if you click on Launch as Instance you get the legacy launch instance wizard even if local_settings is configured for LAUNCH_INSTANCE_LEGACY_ENABLED = False.
