Pavlo Shchelokovskyy 9d366a528b Mention allow_expired_window in fernet FAQ 
this value should be taken into account when calculating desired number
of fernet keys when validating of expired tokens is needed, for example to
make ServiceToken auth to work.

Building Docs

Developer documentation is generated using Sphinx. To build this documentation, run the following from the root of the repository:

$ tox -e docs

The documentation will be built at doc/build/.
