Gage Hugo bd452fb9d9 Add policy for project tags 
This change adds policy rules for project tags. The default
rules for both project updating and project tags will share
the same admin_required rule since tags are an attribute
of project.

OpenStack Keystone

Keystone provides authentication, authorization and service discovery mechanisms via HTTP primarily for use by projects in the OpenStack family. It is most commonly deployed as an HTTP interface to existing identity systems, such as LDAP.
