Colleen Murphy 7aec54ae98 Add docs for application credentials 
Add documentation in the User section on managing, using, and rotating
application credentials.

Since application credential support didn't make it into
python-openstackclient in the Queens release, show examples using
python-keystoneclient.

Building Docs

Developer documentation is generated using Sphinx. To build this documentation, run the following from the root of the repository:

$ tox -e docs

The documentation will be built at doc/build/.
