Move tempest plugin install to the end 
When installing the tempest plugin we need to ensure that this is the
last thing that gets done in the plugin, otherwise it might collide with
container build.

Tempest Integration of Kuryr

Overview

This project defines a tempest plugin containing tests used to verify the functionality of a kuryr installation. The plugin will automatically load these tests into tempest.
