Tom Barron 203bab833f Only run the needed services for CephFS jobs 
These jobs often fail due to timeouts so only enable the services
required for devstack tests with these back ends.

MANILA

You have come across an OpenStack shared file system service. It has identified itself as "Manila." It was abstracted from the Cinder project.
