Nguyen Hai Truong 4dbb3a3526 Adding UTs for firewall driver_api 
FWaaS L3 Driver API [1] has been updated in Rocky by adding
notification callback events without Unit Test.
It might raise some unexpected regression in further.
This patch intends to add UTs for Driver API Neutron-FWaaS.

This package contains the code for the Neutron Firewall as a Service (FWaaS) service. This package requires Neutron to run.
