Doug Wiegley 7aa3d9ff9c Nuke lbaas v1 
v1 is not going to ship in Newton, the deprecation notice
been around for two cycles, and there is now a migration
script.

Also includes: Fix alembic migration env

The include_object() checking was missing, and also the inclusion
of all lbaas DB models

Welcome!

This package contains the code for the Neutron Load Balancer as a Service (LBaaS) service. This includes third-party drivers. This package requires Neutron to run.
