Boden R 93fb08870f rehome get_deployment_physnet_mtu into plugin utils ... While [1] rehomed a build of the neutron.plugin.common.utils into lib, as per [2] get_deployment_physnet_mtu is intended for public consumption. This patch rehomes it.
