Michael Johnson 0101b01e85 Update devstack plugin for dependent packages 
Recent changes to the gate base images [1] removed a package
neutron-vpnaas requires (apparmor).
This patch updates the plugin.sh to install apparmor.

Welcome!

This package contains the code for the Neutron VPN as a Service (VPNaaS) service. This includes third-party drivers. This package requires Neutron to run.
