Elena Ezhova 5503655111 [DevStack] Fix StrongSwan setup on Fedora 
Use FedoraStrongSwanDriver instead of StrongSwanDriver on Fedora.
This also make setting the default_config_area option unnecessary
as FedoraStrongSwanDriver overrides it itself.

Welcome!

This package contains the code for the Neutron VPN as a Service (VPNaaS) service. This includes third-party drivers. This package requires Neutron to run.
