Strengthen the warning on the old broken WSGI script

This caused some confusion today and really needs stronger
wording to avoid wasting time in the future. This legacy file
will be removed when devstack is updated to use the new one.

Just to be clear, EXPERIMENTAL means DO NOT RUN THIS IN
PRODUCTION. There are KNOWN things that will break if you run your API
services under Apache (et al), plus a bunch of other unknown ones most
likely. At this point, this is not tested anywhere in Nova's gate.

This is not experimental, it's BROKEN. It will not work. It is kept
in the tree for gate reasons and will be removed as soon as possible.
There is an updated WSGI application for use under a real http daemon
which does things that this does not, which is actually tested, and
which will be supported. Run this instead:
nova/api/openstack/compute/wsgi.py
which, when installed, becomes
