Dmitriy Rabotyagov 04949ede51 Use debian OpenStack repos 
Debian has their own OpenStack repositories [1] which we should use
for delivering modern software and for distro deployments.

This patch also renames uca related variable to apt to correspond
the needs of these variables.

OpenStack-Ansible openstack_hosts

Role for basic setup and configuration of a host machine for use within OpenStack. This role tunes a host to receive OpenStack. The basic operations within the role install, set up, and tune specific kernel options that all OpenStack hosts need to perform nominally.
