Subject: [PATCH] Remove newton->ocata upgrade job

There is no longer a newton branch, and maintaining the newton->ocata
upgrade path now that ocata is in extended maintenance is getting
progressively harder. Rather than waste CI resources and developer time,
we remove the periodic upgrade test.
