* Update charm-neutron-api from branch 'master'
  to a6c5567354175755762ec9a3e20fc628a06fcd43
  - Drop hyperv mechanism driver and package
    
    The networking-hyperv project is no longer maintained and
    has been removed from Ubuntu in Mantic.
    
    Closes-Bug: #2036953
