Update git submodules 

* Update openstack-helm-infra from branch 'master'
  to 8b5ed4fe1945d1ba40c2a30502ab865e8bc2ba00
  - Merge "Merge ovs-db and ovs-vswitchd in one Daemonset"
  - Merge ovs-db and ovs-vswitchd in one Daemonset
    
    There is no usecase in which ovs-db and ovs-vswitchd run on
    different nodes.
    In terms of version upgrade, ovs-db and ovs-vswitchd should be
    upgraded together in every node.
    This commit deploys ovs-db and ovs-vswitchd in one daemonset.
