Update git submodules 

* Update castellan from branch 'master'
  to e84db180dc3a182b21a300fb0477e9490b4ff116
  - Revert "Moves supported python runtimes from version 3.8 to 3.10"
    
    This reverts commit 46cb956cf056128b25a36adb9f71f9849f844815.
    
    Keeping Python 3.10 in setup.cfg classifier and all zuul.yaml change. 
    
    Reason for revert:

    TC has been discussing about re-adding the python 3.8
    testing in current master 2023.2 release testing.

    While governance changes are under review, TC agreed to add py3.8 testing
