Update git submodules 

* Update watcher from branch 'master'
  - Merge "Getting data from placement when updating datamodel"
  - Getting data from placement when updating datamodel
    
    We have some new fields(vcpus_ratio, vcpus_used, ...)
    in the Watcher ComputeNode. During the process of updating
    data model by notifications, we need to get data from
    placement.
    
    Partially Implements: blueprint improve-compute-data-model
